Are garage and earthworks included in the construction costs? —> Yes, at least according to a rough estimate.

Somehow I don't like the floor plan. I just don't know if I am being objective. —> I can basically live with the upper floor. With the ground floor, I am also not sure.

Do you need the basement? The utility room is duplicated. Why is the wardrobe not downstairs? —> We also consider the utility room on the ground floor to be unnecessary. The wardrobe would also make more sense in the basement; it takes up space on the ground floor. The basement is largely indispensable due to the sloping site.

Is there a development plan with a marked building envelope? Can the garage also be pulled out a bit from the house to get a larger terrace area on the garage roof? Both children's rooms should face the street -> sunny side and they have something to look at... I would place the house entrance and the adjoining staircase on the east side, so that more living space can be placed on the sunny south side.

The idea of having the terrace on the south side does make sense. On the one hand, you can use the garage roof, on the other hand, only a maximum of ten cars pass by daily in that area. It's just a quiet residential street.

But you have zero connection to your garden! When you step outside, you want to see the flowers you've cared for all year or watch the children playing. So I open my house towards the garden. I don't want to stubbornly talk you out of the garage terrace, but "newcomers" tend to want to use something especially "effectively" and completely forget to adapt their house to life.

The entrance is not dark because it is illuminated by the window on the ground floor. It is narrow, you are right about that.
