We are building on a very similar slope. Your basement could be perfectly used for bedrooms. Lighting is not a problem. Maybe you could also dig out sideways to get light into the basement from two sides. So I ask, why does it have to be 3 stories? I would enlarge the footprint and omit the attic. Then better utilize the basement and put the children's rooms down there. Take the garage out of the thermal envelope and place it next to the house. You can still make the roof terrace on the garage as planned. Since the footprint becomes larger, another room could be added to the living floor, which would become the dining room. Then you could live on one level in old age. The wardrobe of course belongs in the basement. Overall, the square meter count could definitely decrease with this arrangement.
The idea is not bad, although we have to take into account the knee wall requirements from the very old development plan: 0.5 m. We will surely get 1.125 meters approved, no more. And then a single-story house probably makes less sense!
