Ahem, and why not? Just because you possibly can't imagine it doesn't mean it wouldn't work. Apart from the fact that coziness is not objectively measurable and therefore lies in the eye of the beholder, people who know about it show numerous examples with their designs proving that the statement is total nonsense in general. Just ask Aunt Google and be convinced.
Where I do agree with you: for atmospheric lighting you neither need expensive designer lamps nor ceiling spots or wall lamps, and thus no budget in the four- to five-figure range. That can also be done much cheaper, for example with Ikea.
For me, a lamp can also be a piece of furniture that can set an accent (eyecatcher) and illuminate atmospherically. That can also come cheap, but the selection might possibly be larger in a different price range.
