Exactly! My thought was immediately: ask him if you are allowed to paint the wall, then choose your favorite travel destination or something similar and someone who can spray paint well and voilà, you have your holiday view from the kitchen window.

The neighbors rent there and the owner of the house is such a rich snob.. (he owns 3 of the 6 houses in our row)

He put the garage there without ever talking to us about it beforehand. And when I met him once, he proudly told me that the garage cost 40k because it’s so massive and extra large..

I don’t even need to contact him at his residence in Mallorca. He already hangs up if he even hears that we want to paint the garage

I was actually thinking more of a trellis with vines that you put in front of it. You could extend it upwards as a canopy, and it would already be your new favorite spot, where the grapes practically hang from the sky.

I think the solution is really the best solution in your situation. The problems with the neighbors... the dog doesn't live forever. Unfortunately, you just have to live with things like a garage that has received a building permit. You can also beautify the wall without the neighbor's consent, for example with espaliered fruit or vines climbing on a (your) frame. There are really great possibilities! Get advice from a proper nursery, they often have great ideas.

Regarding the dog... increase the fence? How does it get to you?

And elsewhere you will have other problems. Bad neighbors are always terrible, but you can encounter them anywhere else as well. Unless you are willing to live on a hermit's farm, there will probably always be one or another annoyance.
