Whether you are allowed to let your property become overgrown is another matter. I interpret the development plans for the new building areas here differently. You are usually allowed to paint facades as you like, yes. But otherwise, you are mostly far from being allowed to do whatever you want on your property. You have building boundaries, building ratios, green space regulations, conditions in the development plan, etc.

Changes, even if not regulated by the development plan, must go through the building authority, as the exterior appearance and thus the external impact are altered.

This does not apply here in Saxony-Anhalt.
My building application also contains no information about the coloring; we only finalized that after the building permit.

It may be different for you. Saxony is not the same everywhere. Rules you refer to can be different everywhere.

If you invest your money wisely, you will have more wealth in the end despite paying rent than with buying a house. Most people just don't realize this because the equity investment at the beginning and repair costs over decades are difficult to quantify. A home is not a good investment; it is a hobby.

I partly agree with you.

If you invest your money properly, you will have a higher wealth at the end despite paying rent than with buying a house.

Nonetheless: if I am a tenant for 30 years paying 10,000€/year, I pay 300,000€ and have nothing left to save.
If I pay off my little house with 10,000€/year over 30 years, I have 300,000€ in real estate at the end. So a bit more than in rent ;)
