However, it makes a difference whether someone (included in your purchase price at the time) fills from existing terrain to planned terrain as drawn, or whether you have to manage based on existing terrain (where we would recommend you to be a bit more cautious with terrain modification). What does your development plan actually say, especially regarding heights? – just name it, preferably (because without a link) in the form "[Posemuckel Nr. 333 Hasenwiese]". I am still missing the background of your knee wall height (whether it, for example, is based on a gutter height specification of the development plan). Heights are no matter of luck: from a certain dimension, even a slope is considered a structure, or a house height in a development plan may relate, for example, to the existing terrain in one plan and to the finished floor level on the ground floor in another (or other variations, there is a colorful variety of regulations everywhere).
