House construction 2016 - Which and when are the next steps to take?

I have exactly the same "problem".
I contacted KfW in writing and received this response:

Dear Mr. xxxxxxx,

thank you very much for your email. Please excuse that we are only responding today.

The product improvements apply to KfW Efficiency Houses 55, 40, and 40 Plus and for applications received by us from April 1, 2016. The date of receipt of the application at KfW is decisive for the funding.

The application for KfW funding must be submitted before the start of the measure. The start of the project is the "first groundbreaking" in the case of new construction.

Under the following conditions, a retrospective application in accordance with the conditions from April 1, 2016, is possible in coordination with the financing partner:
- You have had a concrete discussion with the financing partner about applying for the funding loan before the start of the measure,
- this conversation was recorded with the financing partner,
- the loan application is received by KfW within 3 months after the start of the project.

If the 3-month period is exceeded, an application can still be submitted if the project is less than 50% completed at the time of receipt of the application at KfW.

2 prefabricated house suppliers have now confirmed the version to submit the KFW application this year and the building application only at the beginning of 2016. I would also get this in writing from the suppliers (O...al & Ha... H..s)

I rely more on the information from the KfW. But again: there must be an official document from the KfW where the matter is presented clearly and legally. I will inquire about that.

Presumably, the new Energy Saving Ordinance 2016 is often confused with the KfW funding. I understood it like this: Anyone who wants to build according to the currently valid Energy Saving Ordinance 2014 must have submitted the building application in 2015. Building applications from 1.1.2016 must comply with the Energy Saving Ordinance 2016.

This has nothing to do with the kfw funding! But anyone who applies for KfW funding by 31.03.2016 can use the currently valid conditions. Whether a kfw70 house still meets the Energy Saving Ordinance 2016, I do not know. Who can clarify this here?

you do have all the information, right?! Twice even in writing from the KfW. Plus the knowledge that the energy-saving ordinance changes on 01.01.2016.

This means that anyone who wants to apply for funding for a KfW 70 efficiency house must have submitted the building application by 31.12.2015 (of course, you should not wait until the end of December. The building authority does not really work between the years). However, you can submit the application to the KfW until 31.03.2016, but before the first groundbreaking. Exceptions are described in both emails from the KfW.

Well, apart from that, the KfW funding is not really profitable anyway with the low interest rates and probably costs more than it brings due to energy consultants, etc., even with KfW 55 or even KfW 40.
