KfW funding and the validity of the new Energy Saving Ordinance are only partly related.

It’s primarily about the funding, isn’t it? If it were otherwise, all builders would build strictly according to the Energy Saving Ordinance.

What changes from 01.01.2016 is installing a gas condensing boiler as a heat generator (HG); that should no longer be possible from this date. Therefore, builders who value this heat generator must submit a building application by the end of 2015.

First of all, thanks!

???? What does that mean specifically? Because that is currently our plan, we wanted a gas condensing boiler supplemented by controlled residential ventilation with heat recovery. Although we are still unsure whether to put PV on the roof and install a buffer tank. The whole thing with a close laying distance of the underfloor heating in order to get the supply temperature of the underfloor heating as low as possible.

The problem is that we do not want an air-water heat pump, vertical geothermal is not possible (drinking water protection), and with horizontal geothermal we do not really have a meaningful idea yet (although I can well imagine the large heat baskets, we have to see if the ground can handle it and the authorities).

If we really want to "spin" it further, we had already considered: gas condensing boiler, PV on the roof and water-bearing fireplace plus large buffer tank. But I think that makes neither economic sense nor will the heat probably fit.

Where can I find binding information on this topic?

The Energy Saving Ordinance 2014 becomes stricter as of 01.01.2016 and is then called Energy Saving Ordinance 2016; however, the current funding from KfW only runs until 31.03.2016. From 01.04.2016, new funding measures apply and KfW 70 will no longer be available, or rather, the Energy Saving Ordinance becomes the standard.

Anyone who wants to build according to the valid Energy Saving Ordinance 2014 must have submitted their building application by the end of December 2015; better earlier, because I think the date of receipt stamp counts.

Anyone who wants to build a KFW 55 efficiency house but take advantage of the new funding measures must wait until early April 2016.
