Since we are facing the same question and I have received a written response from KfW, I would like to share it with you:

Thank you very much for your inquiry regarding the funding conditions in the product "Energy-efficient Building".
If you, as a builder, wish to construct a KfW Efficiency House 70, you can secure the current product conditions and terms. As of 01.04.2016, we will no longer fund the new construction of a KfW Efficiency House 70.
It is important that you submit the application before the start of construction (first groundbreaking) to your financing partner and that the complete application documents reach us by 31.03.2016. The date of the building permit application is not relevant for us. The decisive factor for funding is the number of residential units confirmed in the building permit/building notification.
The funding will be newly structured as of 01.04.2016: From this point on, we will finance KfW Efficiency Houses 55, 40 and 40 Plus.
The maximum funding amount will be increased from 50,000 euros to 100,000 euros per residential unit. The changes apply to all applications received by us from 01.04.2016 onwards.
As of 1.1.2016, according to the Energy Saving Ordinance 2014, the requirements for new buildings increase by 25%. The calculation method for a KfW Efficiency House, which is based on a so-called "reference building method," does not change.
This means that a building constructed or renovated today according to the KfW Efficiency House Standard 55 or 40 still meets the requirements for such an efficiency house after 2016. A new calculation is therefore not required for the residential building you are planning.
The application for KfW funding must be submitted before the start of the measure. The start of the project is the "first groundbreaking" for new construction and the conclusion of the purchase contract for acquisition.
Under the following conditions, a retroactive application is possible in coordination with the financing partner:
- You have had a concrete discussion with the financing partner about applying for the promotional loan before the start of the measure,
- this discussion has been documented by the financing partner,
- the loan application is submitted to KfW within 3 months after the start of the project.
If the 3-month deadline is exceeded and the project is less than 50% completed at the time the application is received by KfW, an application can still be submitted.
