If you hadn't addressed the topic of handles, then the manufacturer simply implemented their standard.
Standards are simply not discussed. Window size, properties, color appearance of the frames. Everything else is trustingly left to the general contractor.
You're also not debating the thickness of the rafters in detail.

When I read the thread this afternoon, I thought "it's fine, nothing is standard," ... and meanwhile looked at my office windows, where the handles are installed similarly. However, the room is very tall, so are the windows, which fits here in the office.
At home, I don't have such windows. Maybe our bedroom window can be taken as a comparison, although we didn't pay attention at the time that the room would only be 235 cm high... accordingly, the window is not 126 cm high but only 116. (by the way, we don't see that anymore ;) )
Anyway: A parapet height of 100 cm seems quite high to me... we have a finished floor height of 85. So what do the 100 refer to in your case?
That would make a difference of 15 cm in height (our handles in the bedroom are at 115 cm height)
Ceiling height is 2.58 m on the ground floor and 2.62 m on the upper floor.
The parapet height is 1.00 m each and the window height for the affected windows is 1.26 m.
Rough construction measure? How tall are those things?
It is not a defect. And since your room dimensions are individual, there is no standard measure relating to the frame, only regarding the overall height.
By the way, window handles do not really affect the room, nor do they particularly stand out.
