Apart from the actual question, I think you are worrying for the "wrong reasons" or from the wrong perspective.
As I read from the initial post, you have been worried since you (or your expert) read the guideline on the (alleged) protection of children. Without knowing the guideline, you found the tub in front of the window with this railing to be okay.
As far as I know, these railing heights are not prescribed because of endangered children - but quite the opposite, for the protection of adults. It is about the center of gravity or tipping point. If an average-sized person leans on, for example, a 70 cm railing and loses their balance, they will tip over it. That is why this is no longer allowed today (with grandfathering, by the way).
For children, to be honest, it does not matter whether they have to climb 20 cm higher. Your lockable handles are much safer for that.
