What ceiling height do you have? And how high are the windows? Maybe there is a DIN that considers, for example, wheelchair users.
Ceiling height is 2.58 m on the ground floor and 2.62 m on the upper floor.
The parapet height is 1.00 m each, and the window height for the affected windows is 1.26 m.
Visually, I don’t think it’s a defect. If you live there, you won’t notice it anymore.
You also get used to the operation very quickly if you open or close the windows often daily.

I wouldn’t worry about window handles at all. In a new build with ventilation system, I wouldn’t know why I should open windows anyway. Patio doors yes, normal windows – almost never.
I have now installed some fixed-glass windows in the house. Narrow frame, no middle bar and thus lots of glass and view outside.
We have not installed a ventilation system.
Then take a look at the tables. Of course, the TE’s windows have a lower handle position according to the handle position table.
Even in standard, they are rarely centered.
In my opinion, the window manufacturer should have informed that windows with a low handle position would be supplied. Because that is not standard.

Presumably, somewhere it says barrier-free construction is desired, a walk-in shower is probably also desired.
We did not explicitly specify barrier-free construction, although we have two ground-level showers.
