Wow, I would doubt this bold claim. There would be no headroom for the staircase.
In sketches, I don't pay attention to the number of steps – only to the length. You can't just take half a meter away from the hole like that. But maybe can first say something about the story height and ceiling height?According to your plan, there are 13 steps with headroom. 13*0.18 = 2.34m The architect can manage to make that fit.

Here is an alternative layout of the upper floor to get rid of the bathrooms above the living room and to better utilize the rooms, in my opinion.
The children's rooms take up the south gable and thus both have the chance for windows on 2 sides and plenty of light. Ideally, the bathrooms are disposed of via the pantry behind the kitchen. Whether that still works with the children's bathroom would have to be asked. Likewise, the utility room – here there are only "thin" pipes, which might possibly be extended a bit. Bedroom in the cool north, the office has to take whatever is left.

Now one could still consider whether to make the hallway narrower again and carve the recess into the children's room. These are details that would simply be feasible. Without elevations, however, it is hard to say whether it is worth it.
