What is there left to discuss if 200k€ are supposed to be saved? You can't make that many concessions to keep the budget. Unless you have the experience for relevant own work inside and outside.

Is that all you know? Width, length, slope, soil? To me, it looks like at the 48 you have about 1m slope per 10m. If I’m wrong, please correct me. With 1m I wouldn’t immediately build a basement. Yes, on the hillside side you dig the cabin in about half a meter, if at all, and on the opposite side you just have to build up the earth a bit. The modeling of the paths and terrain will be a bit more complex, but in my opinion, we’re not yet in the Himalayas here. It will probably not be 170 sqm – I would aim for about 140, depending on the region it’s more expensive or cheaper. The budget is tight, how much is there in total?

This thread, yes. Have an architect design a house that fits the budget and come back with the plan. And that in a new thread. With your budget on this slope, you will probably end up with about 120 sqm of living space. That’s just all there is. And with that, the discussion about the proposed project (unfortunately for you) is over. Sorry – no offense intended, but you don’t have to keep beating a dead horse. Reset everything to zero and think about well-planned 120 sqm (in my first semi-detached house we had four bedrooms + a nice bathroom + a spacious living/dining area in well under 140 sqm – good planning can achieve a lot in a small space).

The basement does not necessarily result from the slope either. Actually, it only comes from the limitation to 90 m2 of living space on the ground floor. The plot No. 102/49 could also be built as a single-story. The incline from the street is relatively moderate. To the west, it becomes significantly steeper.

In total, we can provide a maximum of 650,000 euros including the plot.

If necessary, the garages would have to be omitted or other things reduced. In Dumme, we would probably be fine with 120 to 130 m2. However, they unfortunately cannot be arranged on just one floor. The attic must not be converted either.

The property is approximately 2500 m2.

How old is the development plan?

The building boundary is 20 m from the street!

Slope in my opinion rather towards NW. At least that's what the plan orientation indicates.

Yes, unfortunately. Actually too big but simply a sensational location. 1967 and a very difficult issue. No building regulatory authority will handle that. We have already been through it all. Yes, on both sides. Northwest and southeast Northwest slope is correct
