And as a supplement: The development plan says "full floor" and not floor. There are legal definitions for the full floor - you have to look them up for your federal state.

So if you build your "basement" as a full floor, there are two full floors. If you leave out the basement and add a small recessed floor, it remains one full floor. How is the water disposal handled for the others? For example, it makes a difference whether you build for 2 people or for 4. That can certainly lead to rejection.
