To clarify once again: with €500,000 minus €100,000 for necessary costs that you cannot or can hardly save on, you will only be able to afford about 140 sqm with simple construction without panoramic windows, with or without a basement. Nothing can be _fixed_. And I would also be very cautious with the statement "Roof extension is not allowed." That seems to me more like interpretations leading to wrong conclusions. The budget is _fixed_, and you adapt your house construction or whatever accordingly. But that has already been said. However, I would advise against this plot and look further. The slope swallows euros you do not have, and the floor area ratio is simply not sufficient. Then look around for simple standard bungalows or single-story houses with an attic, often called 1 1/2 stories by laypeople - that is the most cost-effective alternative.

Nonsense. The building authority cannot simply a. arbitrarily grant exemptions that completely pervert the development plan, but b. refuse to change the development plan. Not a., because after all it is not a building disorder authority and has to observe and apply the applicable law, and a building permit granted with legal prejudice could be challenged by any neighbor with very good chances. And not b., because after 56 years and the authority’s own willingness to grant exceptions at the borderline of non-compliance it would be difficult to argue against a change, if it made sense: either the area is still hardly developed (then insisting on no change is hardly justifiable) or it is developed except for a few gaps and the granted changes already suggest a need for regulation. A development plan is a legal norm with very clear rules for its formation, and exemptions must be exercised within the bounds of reasonable discretion. Arbitrary non-application is not allowed for an authority (and even punishable).

Without a basement = without stairs. Then you can add another room. And the budget will fit.

The development plan is very one-sided. No developed attic and max. 117 m2 building area. Period. No more and no less. We have already tried to achieve a change there with legal counsel. No chance. Nothing will happen there on the part of the municipality and building regulation authority. Also period.

But there are only 90m2 of living space for 3 people. And a separate office for home office must also be included. Therefore, it will still work.

With the budget, your plan will not work and will even fail miserably. You can afford 120-130 sqm on 2 floors (basement and ground floor) together. And no more.
