Suppose the house extends from 4m to 14m, then the height difference would be approximately from 529.7 to 528.5, so about 1.2m. Let’s assume the ground floor is supposed to be at street level (is the street at the top?), then it goes from 528.5 to 530. According to ’s rule that the cellar is worth it by 50% per meter of height difference, it would probably make sense. However, in this case, it would also require an excavation to get level from the basement if the ground floor is placed at terrain height. The slope doesn’t really seem to be that "bad".
There are three meters from the street to the house planned, at least that’s how I read it from the BPP. Yes, the street would be at the top!
