The builder is the structural engineer or general contractor in AT.

No. The Baumeister is a protected professional title in AT. He is allowed to plan, calculate static loads, determine costs, and manage the construction. Compared to Germany, he is a kind of practicing architect, to distinguish him from the desk worker. Perhaps more like a civil engineer.

Where this role is located is, as in D, different. If you build with a general contractor, they will have a Baumeister; if you build with individual trades, you have one.

1. Are you really completely sure that it was groundwater? Why is there nothing standing there anymore now, what was changed? What does the expert advise? 2. So what? In the worst case, you have thermal bridges. Will there be an ETICS in front of it? Or do you have a justified fear for the statics? 3. What exactly are you afraid of here? 4. That is more than unfortunate. What does the expert advise here? Is it possibly an option to suggest to the authority to slightly raise the terrain from the street side so that the maximum height above ground level is not exceeded? This would at least prevent a precedent case that neighbors could refer to.

I don't know the details. The [WU Keller] is now leaking after 10 years. I also wonder how that can be, that's exactly why you build a [WU Keller], so you can have peace for decades.

But the colleague had to pump out several liters daily from time to time. Everything down there is just ruined. Something is supposed to be injected somewhere inside now.

Then the builder should have noticed the mistakes. Especially if he was commissioned by the [TE].

What does this builder and the expert say?
