Which material is suitable for the garden fence of the first house?

In our development plan, both hedges and fences are listed with clear regulations on what may be used and how high they may be. Accordingly, I can only agree with Bieber - a hedge may be placed adjacent to the boundary as long as it is not prohibited for enclosure purposes.

You forget that a hedge is not nearly as narrow as a fence. Therefore, the thickness must be considered, because the neighbor does not have to tolerate a foreign hedge on their property. Furthermore, regarding the question from , the hedge is supposed to be higher than the aforementioned/allowed enclosure height of 1.20 m, namely at least 1.80 m ... so please do not plant it directly next to the boundary -> this will cause trouble with the neighbor

But that is exactly what Bieber and I tried to make clear with you don’t plant on the boundary, but at the boundary.

This also makes sense in terms of the Neighbor Rights Act in NRW, since there is an obligation to enclose (see above), and it would be absurd not to allow placing the hedge on the boundary. That would only lead to one party being the loser who would have to give up part of their property or to double enclosures.

I will quote, for example, from the Lower Saxony Neighborhood Law:
§ 50 Distance requirements for trees and shrubs
(1) Depending on their height, the following minimum distances from neighboring properties must be observed for trees and shrubs:
a) up to 1.2 m height 0.25 m
b) up to 2 m height 0.50 m
c) up to 3 m height 0.75 m

(2) The distances specified in paragraph 1 also apply to living hedges, if the hedge is not planted on the boundary in accordance with § 30. They also apply to plants that have grown without human intervention.
(3) In the case of § 31, the distance must be measured so that a strip of 0.6 m remains free in front of the plants.

That fits. Then you do it in Lower Saxony just like here in NRW. Hedge at the common boundary fence on the property line. Otherwise, next to it.
