Please do not misunderstand. I already know that the responses from are very well-founded and I am also glad to receive feedback from him on this (this is already known to me from other posts). I just wanted to follow up on the definition of the enclosure. Here he said that regarding the issue of deviation for a privacy screen, it depends on individual cases and if it can be seen that it is a privacy screen, deviation may also be possible. Therefore, I wondered whether with a certain distance and not along the full length of the property boundary it could possibly still be a case.

This is not about an urban development regulation according to the Building Code or Land Use Ordinance, but about a design statute under the State Building Code, which came into effect in connection with the development plan (in this respect my statement "deviate from the development plan" was not entirely correct). Questions of design are usually not answered by clearly defined measurements, but by the actual effect in the individual case. In your case, if I remember your property correctly, it is about the boundary to the southern turning area. Different criteria probably apply there than for the more heavily trafficked main access road.

I cannot form a definite opinion on that because I do not know the property in reality. 10 m in such proximity to the boundary seems problematic to me, but in a dead-end street not impossible. Therefore, I probably have to resort to the advice I dislike, to ask the municipality to be on the safe side.
If you can accept a removal order, do what you like.

That means we have two options.

1) We try to get an exemption for the taller hedge from the municipality but run the risk of waking sleeping dogs and then officially getting rejected, or 2) we plant a taller hedge in sections with the risk that it has to be cut back to 1.5 m?

Addendum:

By the way, it’s not about the turning circle but about the marked corner above, as we want to plan a more protected terrace area here because of the multi-family house below. Nevertheless, in my opinion, the street above still has the character of a local road, since the "main access" to the area and all other parts does not go through this street.

On this street, I do see the intended design as being at risk after all. But: that is my very personal opinion.

Ahem... since I just came from the perennial corner and have my hedge in view: I would give it at least one meter anyway... it also depends on what kind you want. You measure from the trunk, and then some distance is necessary anyway. ... maybe this consideration will also enter your thoughts... in other words: you have to be a bit further away anyway, so you can also grow them 1.80-2.00 meters high.

What if we have an enclosure on the outside in the form of a hedge that adheres to the 1.5 m height and then, at a distance of 3 m, plant bamboo around the tiled terrace area that grows higher than 2 m and is also within the building line. Would that still require approval?
