I don't understand what you want to say with that. I quoted the legal text and explained that the cemetery is not a developed property but a public green space. Therefore, the owner of the cemetery is not obliged to construct a fence and cannot be held responsible for the costs.

Yes, it does. The law has more paragraphs: § 37 Costs of Construction (1) The costs of constructing the fence shall be borne equally by the involved property owners in the cases of § 32 Abs. 1 sentence 2 and Abs. 2.

I meant more the chain-link fence that Stefan Raab put out into the world ;-) and could have joked too, at a cemetery probably pentagrams would be the best enclosure *smile*

By the way, I often go for walks in such cemeteries that border residential properties: typically I see the type of enclosure change from property to property there; and from my time in local politics I also don't know of any cemetery statute that cares about this kind of enclosure.

I suspect the grammar was taken lightly and "it's a cemetery after all" was meant to say that it would apply to a cemetery, in a broader sense to be a commercial property (?) - well, rather a special area.
