I'm just going to chip in here because we're currently on the topic of fences.
Our development plan states a maximum fence height of 1.2m. "Living" fences, meaning a hedge, are also permitted. Am I understanding this correctly: if I only plant a hedge, I have to cut it to 1.2m. But if I build a fence in front of it, the hedge can grow as much as it wants?
We simply want privacy on the street, so the hedge should be about 1.8m high.
My plan: First just hedge without a fence; if someone really complains, a welded wire fence will be put in front.
A fence is set on the property boundary or just before it.
Your hedge is not!
Then the distance regulations apply: these specify how far a tree/shrub/plant must be from the boundary in relation to its growth height.
Otherwise, the development plan, state building code, or neighborhood laws usually answer the question about living boundaries.
Edit: for example, a 2-meter-high hedge must be planted at about 50cm distance
