According to my understanding of the text, the first contribution only implies that a fence is permitted and exempt from procedures. I find nothing there about the permissible height (of a fence), unless agriculture or forestry is concerned.

I recommend quoting a longer excerpt from the development plan (word for word) and possibly taking a look at the [Nachbarschaftsgesetz] (if such a thing exists in Bavaria).

That's right: the height measurement in c) refers to retaining walls, not to the fence according to a).

Fence height is regulated by the [Landesbauordnung] and not by the [Nachbarschaftsgesetz]

I would also look into the state building code, then into the neighborhood

So according to your statement, a wall can be 2m high but a fence then cannot?

Somewhere it will definitely state that fences are equated with walls. For example, in our BB, which would also be nonsensical not to equate them.

You are right, the relevant regulation is the state building code, here the Bavarian Building Code (BayBo), see Article 9 and Art. 63(6).
