One more word about the payment plan, even though it is not the primary subject of discussion. The real estate agent and developer regulation speaks of 7 payment steps; that is correct. However, it is also true that your percentage breakdown does not exactly reflect the most builder-friendly solution; the developer has "his ducks in a row" with this model, while the subsequent trades may be left out in the cold in case of doubt.
Whether a retention is possible in this context, I cannot answer because I do not know your contract for work and services. Quite certainly, as a construction layman, which you undoubtedly are, you should not leave yourself in the hands of a third party "for better or worse," but rather involve professional construction supervision. He will also tell you whether it is airborne mold – which, by the way, is not as harmless as you seem to assume, since the spores spread through the air – or something else; if necessary, enter into further negotiations with your developer to have it remedied.
