The note that you omitted some possibilities to influence your project is not a reproach, but a statement of fact. What you make of it is your business. You can take it as a reproach and justify yourself, you can draw conclusions for further steps or a new project, or you can lament that the world is so bad.

The assistance from is worth real money – even if you have to dig into it despite a very good explanation. A lawyer would have charged you a fat four-figure sum for this research. I think it’s okay to endure a few digs for that. I’m done and out.

The costs for the connections would add up to 20,000 - 30,000€. But since I basically didn't pay anything for the actual plot of land, it would all be within reason.

No, I did not refer to their post with my comment! All of those have been very helpful to me so far! And yes, Escroda is right! And however this may come across here or if I expressed myself incorrectly—I am definitely not the type to ever seek a conflict here or even with the neighbor. On my part, there have been no snipes or anything like that so far. He just hasn’t left me alone since the beginning and tries to fight us by all means instead of talking. And I also don’t think he has such good connections with the other residents there. We are also not the only neighbors he constantly causes trouble for.

However, the advice also depends on the input. And from here it looks like this: Four years ago, an informal written request was submitted to the mayor to develop a plot. The mayor then commissioned the municipal administration to take care of the matter. An employee of the municipal administration called and advised to stay away from the council meetings, be patient, and buy the narrow plot. And about a year ago, someone from the municipality called and said that the council had voted against the request. Since then nothing has happened except that the dispute with the neighbor has escalated.
Hopefully, you realize yourself that some crucial facts are missing here. This is evident on one hand because this does not correspond to usual administrative procedures, and on the other hand by little snippets from you:

If you wonder about this, someone must have talked to you about costs and their assumption or even signed a contract.

Do you know the fencing regulations under neighbor law? They are not that simple in your property constellation.

He doesn’t need to. It is enough to have the connection to one council member – at least it is not unlikely that his appeal led to the change from the unanimous resolution for the development plan in 2017 to the unanimous (here literally, as all others abstained) rejection.

There is something strange here. And yes, not only with you. It already starts with the missing initial drafts in the council information system, goes through missing annexes with the appraisal results, and unexplained changes of mind by council members, up to cross-party abstentions (6 of 7 voting members!).
