There, the administration’s proposal to adopt the development plan as a statute was rejected by 7 to 8 votes. Curiously: The SPD refers to the decision of the local council, which had opposed the development plan three weeks earlier with one no vote and six abstentions (!). Overall a very remarkable and interesting case.

I think the advice to stay away from the municipal council meetings was sensible in the interest of the community. (who lets anyone look into their business?) But counterproductive in the interest of the applicant. If you don’t know what’s going on, you can’t exert any influence.

Now you have to wait until the development plan is approved. Then at least you haven’t thrown away the 20k.

I would apply for temporary storage of nuclear waste on the property. Let’s see what the community thinks about that. :p

But actually, I do want to build there. I also don't want to be bullied by the neighbor just because he doesn't like something. Since I plan to build roughly the same as the neighbor, I would basically have him sitting at the back wall of the house. Therefore, the front door and garden would be on the other side, and I wouldn't hear or see anything from him.

Wrong goal – you are building for your quality of life and not to avoid being beaten down.

That is a misconception. Try to work things out with the neighbor – no matter how stuck the situation is now. Almost every person has wishes or problems where they are approachable. You don’t have him on your side yet – now you can only win. Later you might have a lot to lose. Building against a neighbor can be nerve-wracking for years – depending on how they are and who they get along with. I wouldn’t put myself through that.
