I have now understood where to find them. What I haven’t understood is at whose instigation the administration spent so long developing a development plan for only a single construction project.
To my knowledge, this was rejected by the municipal council in an emergency committee meeting on 28.05.2020 by multiple votes.
That is not correct. The emergency committee merely approved the agenda for the regular municipal council meeting on 28.05.2020 a little over two weeks earlier. There, the administration’s proposal to adopt the development plan as a statute was rejected by 7 to 8 votes. Curiously: The SPD refers to the decision of the local council, which had opposed the development plan three weeks earlier with one no vote and six abstentions (!). Overall a very remarkable and interesting case.

How exactly am I to imagine that? Dear municipality, we hereby apply for the development of our plot Gemarkung L, field 1, parcel 158/10. Best regards, Crissi and Co.
Just a quick call that the municipal council voted against it.
Who called you? An administrative employee or a politician?

That must have been in May last year. What has happened since then?
That was probably then €20,000 thrown into the air.
What is the relationship with the residents and owners of 17a? If they grant you a building encumbrance or are even willing to exchange a part of their plot, you could also build without a development plan.
