Regarding the present application, the authority believes it states that the planned property is cleared – which is not true. Whether the criminally necessary aspect of deception with the intent to gain an advantage is present, the approval authority reasonably does not want to open that can of worms here. The false document in the application is the attached plan representation, which falsely depicts the property as completely cleared. But the authority does allow the possibility to correct this by considering the application as merely incomplete – because with the partial demolition application concerning the remaining remnants (or with the explanation of their integration into the future building ensemble), the consistency between facts and representation would be restored.
