The advice also depends on the input. And from here it looks like this: Four years ago, an informal written application was submitted to the mayor to develop a piece of land. The mayor then instructed the municipal administration to take care of the matter. A municipal administration employee then called and advised to stay away from the council meetings, to be patient, and to buy the narrow plot of land. And just over a year ago, someone from the municipality called and said that the council had voted against the application. Since then, nothing has happened, except that the dispute with the neighbor has escalated.
Hopefully you realize yourself that a few crucial facts are missing here. This is evident on the one hand in that this does not correspond to usual administrative procedure, and on the other hand in small snippets from you:
If you are wondering about it, someone must have talked to you about costs and their coverage, or even signed a contract.
What exactly was strange?
What was all drafted?
Do you know the fencing rules of neighboring law? They are not so simple in your land situation.

It doesn’t need to. The connection to a council member is enough – in any case, it is not unlikely that his approach led to the shift from the unanimous resolution for the development plan in 2017 to the unanimous (literally here, since all others abstained) rejection.
There is a lot that is strange here. And yes, not just with you. It starts with the missing initial drafts in the council information system, continues with missing attachments containing the weighing results, and inexplicable changes of mind of council members, up to cross-party abstentions (6 of 7 voting members!).
Infinitely more than the OP wanted or could contribute. I am always amazed where people get such things from.My respect for everything you can find out and infer.
A small note that occurred to me while looking through here:
In Saarland, the Saarland Transparency Act applies. All documents (including the development plan, council minutes, even the file on the entire process) must be (partially) released upon request.
EDIT: The Saarland Freedom of Information Act (SIFG) applies - but that doesn't change anything about the matter.
