The two plots were merged at the notary, as far as I understand. The narrow part is connected.

I am also sorry if I don’t understand many things here, since apparently neither the municipality nor the lawyer really wants or can tell me what I have to do. I myself have no idea and have relied on what was told to me by the municipality. This included, among other things, not to attend the public meetings and to be patient. We tried to inquire almost weekly by phone and were repeatedly put off. Until the end, we were assured that there was nothing standing in the way of the infrastructure connection and that we had very good chances if we bought the narrow plot for water connection, etc. That was apparently then €20,000 thrown into the air.

A small bungalow is not a valid reason to build in the outer area. In my opinion, only a legally binding development plan helps here.

Inform yourself. Check Section 35 to see which facilities may be built in the outer area.

Exactly, that was drawn up. It was even available for public inspection twice. It is unclear whether the statute resolution was actually passed (according to the council information system, the corresponding proposal was "adopted as amended") and if so, whether it was made public.

We applied for the development of the plot in 2017 at the municipality.
According to my knowledge, this was rejected by the municipal council with multiple votes in an emergency committee on 28.05.2020. I have not received a written rejection or even an invoice. Only a brief call informing me that the municipal council voted against it.
In the minutes on their site, it only states that the SPD voted against it because there are still enough free building plots available and first the gaps within the town should be closed. Unfortunately, this doesn’t help me because I already own this plot and have already invested €20,000 for the narrow plot on the advice of the municipality. Also, none of the still free building gaps are being sold, so I don’t even have the opportunity to build inside the town.

This suggests that you are not being taken seriously and that they prefer to keep things among themselves. Your previous "invisibility" can be interpreted as indifference and lack of interest in the municipality and the neighbors. Besides the very good and, as always, extremely precise advice from (you are an enormous asset to the forum!), you need more "social engineering." Make yourself visible and make it easy for people to welcome you. Learn about the background, use several sources. Influence the situation. Of course, success is not guaranteed.

[*]Would the approval disadvantage anyone for you? [*]Would the approval have consequences for further approvals for you? [*]Would another person be upset if you received approval because they did not get similar approval? [*]What else can be found out about the municipality’s approval history? [*]What can you contribute to the municipality? [*]What connects you with the municipality?
Solve problems with money if they can be solved with money. Never try to solve problems with money that cannot be solved with money. If you are rejected broadly for personal reasons, you don’t want to live there – then let the project die. Finding out what is going on and how you can influence the situation is always worthwhile.

I think the tip to stay away from the municipal council meetings was sensible in the interest of the community. (who lets others see their cards in business affairs anyway?) But counterproductive in the interest of the applicant. If you don’t know what’s going on, you can’t exert any influence. Now you have to wait until the development plan goes through. Then at least you haven’t wasted the 20k. I would apply for an interim storage of nuclear waste on the property. Let’s see what the community thinks of that. :p
