Well, I didn’t want to start a fight over shutters or not.
Our house with approx. 135 sqm (reputable construction company from Lower Saxony) would have cost about 145,000 turnkey "bare" according to the 2009 Energy Saving Ordinance (ready for wallpapering and floor coverings in EL). (By bare I mean, because further upgrades were important to us.) If we add a (now obligatory) controlled residential ventilation and a few special services, we are at 160,000. No tile upgrades (there are also nice tiles for 25 €), laminate in the living area, converted kitchen, normal shower, excavation in EL, etc., we are at 180,000. Additional costs arise for incidental building expenses.
Garage and external pipe for chimney can be retrofitted. Paths and yard can be filled with gravel.
We just don’t know how the maximum budget of the OP is composed, whether a buffer exists or special payments are already planned.
Where or for whom/how many people the house is to be built.
Addendum: my owner-occupied comfort apartment from a few years ago (it still exists, by the way) has no garage, no shutters, no floor-level shower and no underfloor heating. Nevertheless, it was lived in well and comfortably.
Are these the final costs or an estimate? That sounds quite different from 280,000. OK, with incidental building costs, walls and floor coverings my 210,000 is still not quite enough.
The maximum budget is already 210,000, although with a buffer of 15%, but I would not plan to use that. No matter whom I have talked to so far, for all of them the construction was 10% to 30% more expensive. If I said 240,000 is also possible, in the end it would be 270,000 and that would shift the financing from comfortable to less comfortable. I’m thinking quite strictly here. The house must be paid off in max. 25 years and must not restrict everyday life. The limit is therefore 210,000 with a 15% buffer. If that does not work, I’ll stay in my 95 sqm condominium with shutters and blinds :-))) separate basement and large garage. Three people should live in that house someday.
It does not seem to be enough. A brochure from a regional provider, who offers turnkey with all incidental building costs (ready to move in) for example the following, fuels my concern.

Offer price 265,000 EUR. I have never heard anything bad about the provider, only satisfied voices.
