??? Build according to needs and then there is no money left if the budget doesn't fit? I also have the need for a house again and once again a Porsche or Lambo - unfortunately my budget doesn't allow either at the moment. So it became the apartment... Rarely have I read such nonsense, sorry. Budget before needs. If both don't match, you can adjust both screws (but the budget is rather limited). Needs can always be adapted if you want. The architect does nothing else. He tries to reconcile the needs with the given budget.

That's exactly how we act too. If we can't get the project within budget, it gets cut. And if that still doesn't fit, we are "man" enough to say that it won't work. But we're not there yet.

Yes, but you start the thread with completely different assumptions. Of course, if you get everything for free, as a gift, or "for a crate of beer," then that’s great and it will somehow turn into a house.

Maybe you should have mentioned this small but not unimportant detail at the very beginning.
