Apart from that, I wouldn't take the prices my ex- or future neighbor tells me at face value – you never know if it's just the offer price, or the final amount from the house builder or the one including all the upgrades.
There is the phenomenon that people either feel ashamed to have chosen a cheap house or to have paid too much, or boastfully round up by a few thousand.

Sorry, I haven't read everything, but 170k ready to move in with a basement? You can forget about that, to put it bluntly. You won't find those prices even in the new federal states. If yes, please send me a private message, then I need another home building company.

Fully developed only means – if nothing else is agreed in the notary contract – that the public connections are located on the street in front of the property. The house connections therefore cost extra.
