OK, now for an attempt at another serious answer (there have already been some serious answers before).
1) First of all, the question is whether the plot is developed or what still needs to be done (you can easily spend 20k on that). The soil can also make a huge difference.
2) For the sake of logic (actually just a minor point): Why a utility room if a basement is planned?
3) I consider the personal contribution to be overestimated. Doing electrical and plumbing work yourself is only very limitedly possible (assuming you are not an electrician and plumber yourself). Installing windows definitely not. There will never be a warranty on the house and it will disrupt the schedule.
4) A house with the budget is possible. The question is WHAT kind of house:
If you omit the basement, the external staircase, the guest room and the walk-in closet, it starts to become realistic. Of course, then it’s not a custom-designed house, but pretty much the simplest off-the-shelf model there is, with few extra wishes, in the 100+ square meter range. Why have a basement anyway? You build a basement when you need the space or can afford it (and the extra cost due to sloping terrain or necessary foundation depth is low). You might be able to use the attic as storage or, if money is available (which I don’t see), build a garage later.
Have a look around for offers on simple shell houses. There you will also see what personal contribution is possible and what savings potential there might be. But you also have to calculate the costs and time realistically. With all the interior finishing, you will be occupied full-time for months.
