Correct, it is intended for laundry and home technology. The storage room should be under the stairs ([Staubsauger, Putzsachen, ...]), in the carport shed ([Werkzeug, ...]) or in the attic ([Deko, Weihnachtskrams, ...]).
Would not be enough for us. You are six. Beverage crates, freezer, sportswear, tools, seeds, empties, batteries and stuff like that. Ski clothing, ice skates, various protective gear, riding pants, pool noodles and such are currently drying there with us. Only from yesterday and today.
The rooms upstairs are therefore more spacious, to be honest I still find it a bit difficult on the ground floor...
They shouldn’t become more spacious at all, there was no deficiency. The cheaper stair location only makes sense if evaluated in terms of saved circulation and total area – I have not been able to determine this here to a worthwhile extent.

We are on the same page there, but you have to look at how high a budget is, what you need and what you don't need, but only want.
In order to roughly classify that, you need the most representative construction costs possible, and honestly, the construction costs from friends in my region mean much more to me than construction costs from NRW, Bavaria, BaWü, ...
