You can never really compare - the bill can only be properly assessed long after construction is completed - and even then you only have half the picture, because there is simply no comparison.

The price per square meter remains just a very rough guideline.

Including the garage and additional construction costs, I am at around 1600 Eur... if it's just the construction without those two items, then we are somewhere around 1400 Euros.

And that is definitely for a high-end execution...

I think a lot of personal effort and comparison (e.g. purchasing cheap but not cheap components), as far as I have read here.

I would say that negotiating also plays a role. We are below 1,500 euros/m² construction costs, but have a level of equipment that leans towards luxury*. If I hadn’t negotiated hard back then, we would have paid closer to 1,900.

*Luxury: expensive clinker bricks, the finest roof tiles and interior doors, floors completely of granite and marble, very good electrical equipment and windows, but only according to the Energy Saving Ordinance, without controlled residential ventilation, etc.
