I’ll take some time to explain something to you:
1) Fulfillment of tasks. This is a principle of public administration. When the state acts sovereignly, the citizen, who cannot choose, must be able to rely on the fact that the sovereignly promised service is also provided. That is why the old federal railway and possibly also the East German Reichsbahn functioned better than the privatized disaster now; in 1980, the train from Kiel to Hamburg ran on time even during a snowstorm, in 2020 it is canceled in a storm without snow because of branches on the tracks. - The letter from Sylt to WinklMoosalm costs just as much as the one from Hamburg Eppendorf to Hamburg Billstedt. - The hospital xy in district ownership has a maternity ward, even with only 65 cases per year. - Today this hospital is privatized, the ward closed, and the young expectant mother has to drive sometimes over 60 km to give birth. - Fulfillment of tasks costs money. It is not subject to economic debate. The task MUST be fulfilled. That’s what you pay taxes for.
2) The structure of administrative authorities: mostly one management, civil servant, a group of employees underneath. I am also such a head, such a management. We manage properties, take care of their maintenance, and also rent and lease some of them. One line is set. As unbureaucratic as possible, but still within the legal framework, that is my line. I want to see that in the employees as well. They should and may decide, I am there if there is doubt. We communicate, we have regular duty rounds (with mineral water and coffee) for exchange. We award small-scale contracts under 10 thousand by direct award. We know that makes us vulnerable to bribery. We discuss our line there: no gifts, no invitations, nothing. Over 10 thousand, we usually tender restricted. Why this procedure? Fulfillment of tasks; if a building has heating, it has to run. That is the task. If it doesn’t, you call HeatingPaulsen. He has the maintenance contract and then takes care of it. But if a construction measure is to install a new heating system, Paulsen is invited too but has no advantage in the procedure. Submission is a public appointment, no renegotiations. - The important thing is: we run one line. And that includes internal appreciation as well, I stand in front of my ladies and gentlemen, and I stand by them. They know that. I like them, they notice that. They are seldom ill. I hope citizens who want something from us also notice that we make an effort. I believe our tenants and lessees are quite satisfied with us, our craftsmen as well. Karsten
