Well, recently I had to explain to an employed heating engineer at the hairdresser how the "Messuhr" on the heating oil tank works. He won't be fired either. Why? Because then the company goes bankrupt since they no longer get skilled workers. From this perspective, many employees nowadays are not legally but de facto un-dismissable. Just ask the craftsmen whether the company gets reasonable young talent.

On the other hand, I always wonder how you want to assess the actual incompetence of others. Usually, you yourselves are not informed. Or do you actually know about administrative procedures? And seriously, if you want everything legally 100%, every municipality would need its own fully qualified lawyer in the field of construction law just for that. You can't come at them with A13. They’d just laugh at that. City planning also costs REAL money. Then the fees for the building permit could simply be raised by 200%. Or the property tax. You probably think that’s stupid too?

There's something to that. The costs for the experts are of course there and every tiny municipality can't constantly afford them. But maybe that wouldn't even be necessary. Wouldn't it be much better if municipalities and cities purchased this service when they need it? I lack the knowledge here, but how often do you make such a development plan? Does someone have to be employed for that all the time?

Karsten will be able to say more about that. However, I very, very regularly see changes to the development plan with us. I don't know how important and/or useful increased professional expertise is there. Aside from that, there is also a shortage of skilled workers in the public sector. Additionally, assignments in foreign areas are also often preferred.
