Energy consultant offer too high?

A quick question about the "climate-friendly residential building" (without QNG). Is a "normal" energy consultant also allowed to perform the required LCA for this? Or does he also need additional training as with the QNG?

So for 3088.55 euros gross, you can, for example, do further training to become an energy consultant at the TÜV Thüringen Academy.
4 weeks full-time and you are already the expert for energy-related questions.

The only requirements are a technician or master qualification. As a master craftsman, I could easily complete such training. Then you register with the Chamber of Crafts and off you go.

In the coming months and years, the number of energy consultants will probably increase inflationarily. The prices for these services, of course, as well.

Although I have no experience in the field, I would still complete this exam and could quickly become an energy expert. And thanks to government funding, my income is even guaranteed. Nice thing!

I am actually considering investing these 3000 euros. You can do it as a small side business after all.

Yeah, right.
It's not quite that simple, but it's not rocket science to get the certificate. The certificate then entitles you to BEG / KfW / Bafa - funding support etc., but without basic prior qualifications, you are actually unqualified for anything beyond individual measures. And even then, the short training cannot convey everything that is relevant – which unfortunately leads to botched heating system plans etc., despite having an energy consultant.
The training scope is not insignificant with 180 * 45min. For engineers and architects, much is just repetition, for people with first contact, it is quite demanding.

By the way, the QNG / Birn certification is significantly more complex and requires about 70 full-time days for already qualified energy consultants with professional experience and costs quite a bit more.
Providing the QNG calculation is much more work than the calculation according to the Building Energy Act or KfW40 and here too, costs for the examination by the energy consultant arise.

I have often heard and read that 20k for a single-family house for QNG (Birn is somewhat cheaper and also fulfills KfW40 NH) is not an outlier. Whether it is really justified, I don't know, I don't do it myself.

The other prices that the original poster was given are certainly not unreasonable. But for years energy consultants were only regarded as a nuisance side issue, so I understand some who now raise prices where they can.
The number of energy consultants will probably increase, but unfortunately the quality will decrease. Previously, people did it out of interest in the subject matter (the participant group 10 years ago at the first meeting I was allowed to attend was quite different from today) – today, because they simply smell quick money. Many will then realize that you have to work for your money there too, and expertise and further training are indispensable to do this for more than 2 years.

could you please write a follow-up again on how you proceeded and how you ultimately decided?

I also want to build a passive house and am currently comparing energy consultant offers, and based on the offer texts, I am quite sure that we went to the same energy consultant and builder.

The additional cost for QNG is also just under 6k net for me. I have been told that the base amount without QNG is somewhat more expensive here but not an outlier in our area. However, the surcharge for QNG, from what I have read so far, is rather moderate. But my builder also wants another 2k net for extra expenses because I have not done much with QNG so far. I don't see how that adds up.

I obtained another offer from a PH-experienced energy consultant, and after normalization, I came to 1-2k less (however, for the variant without QNG).

A relevant point for comparing offers with non-PH houses is certainly whether it is really necessary to calculate every thermal bridge in detail with a "normal" EH40. This quickly amounts to 3-4k net here. From what I have heard, extremely unfavorable flat rates can alternatively be used and only calculated in detail if needed to obtain the subsidy. For the passive house, it is probably worthwhile to invest this money since a detailed calculation is an important factor in whether it ultimately works.

That's right. But "extremely" unfavorable is an exaggeration. If every decimal place matters to reach 40, then you rather calculate in detail. Otherwise, in most 40 houses there is enough leeway to use flat rates. If the Passive House works with (energetically poor) flat rates, then it certainly works even better with detailed calculations.
