The biggest beneficiaries will probably be the heating engineers and the house/land sellers. Only a small portion actually ends up in the pocket of the builder at the end of the day (unless the builder is a developer). For new buildings, the subsidy for geothermal heat pumps should not be much higher than the previous 4,500 euros. After all, only the pump is subsidized, not the underfloor heating.
