Energy consultant offer too high?

We underwent a complete renovation in 2021, which was also accompanied by an energy consultant. Included in her services were: planning and construction supervision ([Sanierungsplan], [Dämmstärkenberechnung], [Wärmeschutznachweis], submitting applications, multiple on-site appointments, invoice verification, monitoring of measures, heating adjustment, creation of [Energieausweis], …) She charged a total of €1,160 for this. I would consider €20,000 appropriate for the energy-related renovation of [Schloss Neuschwanstein].

Yes, I also think qng is complete nonsense. If we manage it, we still save through lower interest rates despite the energy consultant. Although I don't know if the materials are more expensive.

The thing with the passive house happened by chance. I also have 3 other offers from regional companies. Including heating, the passive house is about 20k more expensive. But we completely save the water-based heating. Whether in the end everything really fits like that will have to be seen.

What is the minimum requirement from the energy consultant for qng? Can you do without energetic construction supervision? I find it really hard to figure out, maybe someone can say which items in the offer are mandatory and which are not.

So QNG is not just "more calculations from the energy consultant" but associated with significant impacts. You are only allowed to install certified materials. My energy consultant said to me, "If you want QNG, you can forget about self-performance. If you install the wrong silicone, it will ruin the subsequent air measurement and your subsidy is gone."

By the way, the limit values for certain points are continuously tightened as part of the calculations. The calculations must then be done quickly so that you don’t have to redo everything because you exceed the new limits...

I wouldn’t do it; the effort is already significantly higher...

We had also initially considered QNG, since we would meet almost all the criteria (ecological construction, automation, lighting, etc.). However, since we will carry out a large part of the construction ourselves, we would run the risk that something might not fit, and the auditor also only wants money for the certificate (from which you yourself gain rather little added value). The 50k more loan from KfW would quickly be eaten up by the certification and the more expensive materials with certificates.
