Development plan unclear regarding the number of floors and height on the slope

At least your wish completely contradicts the conditions and the development plan. The municipality apparently wants two-story houses with basements or lower ground floors to make optimal use of the slope. And now you come and want to level the slope and put a mini bungalow on it. Funny. If the demand for plots were still as astronomical as it was three years ago, the municipality would probably send you away with a smile. But now it might be open to exceptions. Asking never hurts.

One thing I want to add. If you want to build so small because the budget is so tight, it could backfire even with "only" a 10% incline. The 3 meters to your plateau somehow also have to be overcome.

That could already be the municipality’s view, that’s true. But two plots down there is already a bungalow on a concrete slab, although I don’t think it’s quite that small.

If the municipality would approve it or the development plan already foresaw it, of course we would have to hope that we have someone who can realistically plan the costs for us. In any case, I read from all the replies that we have taken it way too “lightly” and underestimated the slope. Unfortunately, there are hardly any flat plots in the nearby area where we would like to stay.

And to come back to that, 10% is more than the average gradient of most Alpine passes. It is not a steep slope yet but definitely more than one thinks. The eye is even more deceived, I can say from my own experience. The best thing is to take a hose level and roughly measure it.

Yes, that is very true. When you stand in front of it, you think it’s not that steep at all, especially since where we live now, 60% of the properties have slopes of 25% or more, it seemed very flat to us there, but unfortunately that is probably deceptive.

What you want would, according to the regulations of this development plan, roughly be the model as shown in the drawing, only with a basement replaced by backfilling. However, you will not get the necessary exemption for that (and imagine the Wowereit postscript added). My advice is therefore: refrain from this modification, build as shown in the explanatory image – basically a "bungalow with basement." I have explained several times and in detail here (forum search term: 11ant Kellerregel) that and why an "avoided basement" does not save costs compared to a "built basement" when the plot clearly mandates a basement – and that is the case here. And if a basement is going to be built anyway, then it should also be used (as the plot here serves it on a silver platter) on the valley side with living or recreational rooms. Insisting on a bungalow "without" basement and leaving the substructure of the ground floor (which, as said, costs like a basement anyway, whether used or not) unused out of sheer spite would mean that you do not offset the unavoidable ground floor underpinning costs with saved floor area. Croesus and Rockefeller can afford that, but for the average builder, this is the economic death of the building wish realization.

Here is for illustration per pro without basement with realistically about 8% slope.

The earthworks alone are already significantly more complex.
