Slopes are always only moderately usable as garden areas. Take the elevation plan from the surveyor and mark where the house is located and what you then have to do to get the terrace, etc. The problem is triggered by the development plan but is not limited to it. If the bungalow is dug into at the back, that also has consequences. And what is actually your motivation for a bungalow compared to other house types? Since a bungalow has to accommodate the entire area on one level, a hillside location is doubly disadvantageous there.
