I would inquire at the building authority like this. The terrain seems to work in your favor there. What I find important is to dig down to set the house rather than fill up. Because filling up means the terrain has to be compacted. Generally, it must be noted that there are indeed two drops where support is needed.
Maybe one should consider building with a basement, where the basement integrates the entrance, technical room, garage, and is designed to allow space for a potential future home lift. So, what you wanted to build externally, stairs, garage, etc., as a base of the house, which actually only needs to have the front free. And on top of that your pure living area. Probably dining/living/cooking/sleeping and a small guest/office room.
