Caution, these are different things. The old 10 kWp "limit" referred to the proportionally payable Renewable Energy Act surcharge for self-consumption. This was increased to 30 kWp.

However, the hobby option seems to still apply to 10 kWp. The Bundesrat only made a proposal to the government in November '21 to also raise this to 30 kWp. However, I could not find any indication that this has already been codified into law. It is probably all just starting slowly under the traffic light coalition.

Do you have a source for that? Everything I find on the subject, including from the end of last year, always explicitly mentions the upper limit of 10 kWp for photovoltaic systems. On 29.10.2021 there was an additional letter from the BMF (IV C 6 - S 2240/19/10006 :006), in which it is also listed again:

one or more photovoltaic systems with an installed total capacity […] of up to 10.0 kW/kWp

One should also carefully calculate whether it is better to do a bit more tax work for five years and in return reclaim the input tax. Since this pays off especially with large systems with a proportionally lower own consumption, it is probably not sensible for most people to have a system with more than 10 kWp classified as a hobby.
