Kerstin these fences are also installed on 300m2 plots, this is the norm here in the West. NO ONE here has a fence that is 1.2m high, unless they have 5000m2 or so. They don’t have that, don’t need it. Every plot in the new development area has something like this and NO ONE is bothered by it. Here is an example where you can see a piece of the fence, plot 542m2

It is just privacy screening, nothing more is needed. The houses are in a row, i.e. garage-house-garage-house, only it is different at the corner house. The terrace is often primarily behind the garage, it is covered. So you theoretically look at the side of the next house, where there are hardly any windows. Our houses are elongated, the plots are elongated.
My right neighbor worked on his pool, terrace roof etc. every day after work for years. It was a construction site behind the house. That would be an absolute nightmare if I had had to see that.
All because of privacy, even bathroom windows have to be opaque.
