Could you maybe describe the typical procedure in a new residential area from the surveyor’s perspective?

The site plan is older and contains the 2 mentioned parcels. No, I do not yet have my own parcel number and I doubt that I will get it before the building permit. The building application is supposed to be submitted in 01/02 2018. See screenshot



I just don't understand why the building authority is making such a fuss now. They should survey the property as stated in the contract and that's it.

Right now, I am lacking an overview of what I should do survey-wise.

To keep it simple, let's leave out the land readjustment and assume that the entire area belongs to the municipality.
-The municipality plans the adoption of a development plan.
-The boundaries of the parcels that coincide with the procedural boundary of the development plan are located on site and measured precisely (creating a coordinate cadastre for the perimeter).
-Construction of the development plan according to the specifications of the urban planners (in particular the geometric determination of street boundary lines, building limits, building lines).
-Division of the area into practical parcels (building plots, streets, green spaces, ...) and thereby binding determination of the boundary point coordinates on the computer.
-Transfer of the parcelling to the land registry.
-Rough staking out of the boundary points and marking with wooden stakes.
-Staking out of the construction roads (e.g., with string nails).
When most of the plots are built on:
-Mark out the boundary points.

For the individual building plot:
-Topographic survey of the building plot (elevation, trees, development systems, supply and disposal facilities, ...)
-Site plan for the building application
-Rough staking out (in case of a basement)
-Fine staking out (batter boards)
-Building measurement (after completion)
If marking of the boundary points has not yet been done:
-Boundary notification for fence construction

Your property has not yet been entered into the cadastre. However, the coordinates should already be fixed. A plan should be included in your purchase contract, which is probably held in digital form by the municipality. In Bavaria, many things are different, for example, there are no publicly appointed surveyors. I do not know whether in your area independent surveying offices usually create location plans for the building application or carry out the staking out. Ask your draftsman. He should request the digital plan from the seller if no surveyor is to be commissioned/must be commissioned.

At the moment, there is the planning approval (see screenshot) + plans from an engineering office (site plan sewage, street, gradients, etc.) that are working for the municipal building authority.



In my view, the site plan for the building application would be the screenshot.
So I would only need to commission the rough staking out (for the basement) and the fine staking out (string lines).

What does a surveyor base themselves on when standing somewhere in a field? For me it would still be easy, since my plot directly borders the old building area. Who tells me that my eastern neighbor has kept to their property boundary?

No. Your screenshot seems to be an excerpt from the development plan. The site plan is described in the Building Application Ordinance (BauVorlV) in §7. Which points your local approval authority requires must be clarified there. Also, on which planning basis the approval can be granted, since the property map has not yet been updated. By the stars. Well, not quite correct. The coordinates are displayed in real time by highly accurate satellite positioning on corresponding devices, like a GPS, only much more precise. The responsible branch office of the Bavarian surveying administration or an employee of a private surveying firm.
