Can you perhaps describe the typical process in a new development area from the surveyor's perspective?
To keep it simple, let's leave out the land readjustment and assume that the entire area belongs to the municipality.
-The municipality plans the adoption of a development plan.
-The boundaries of the parcels that coincide with the procedural boundary of the development plan are located on site and measured precisely (creating a coordinate cadastre for the perimeter).
-Construction of the development plan according to the specifications of the urban planners (in particular the geometric determination of street boundary lines, building limits, building lines).
-Division of the area into practical parcels (building plots, streets, green spaces, ...) and thereby binding determination of the boundary point coordinates on the computer.
-Transfer of the parcelling to the land registry.
-Rough staking out of the boundary points and marking with wooden stakes.
-Staking out of the construction roads (e.g., with string nails).
When most of the plots are built on:
-Mark out the boundary points.
For the individual building plot:
-Topographic survey of the building plot (elevation, trees, development systems, supply and disposal facilities, ...)
-Site plan for the building application
-Rough staking out (in case of a basement)
-Fine staking out (batter boards)
-Building measurement (after completion)
If marking of the boundary points has not yet been done:
-Boundary notification for fence construction
