I think you are referring to that – but I wouldn’t assume that it applies to a single-family house. That is the difference between a residential unit (apartment or single-family house) and an apartment. In my opinion, this clearly refers to the apartment. That means for a house with two apartments, if 4 parking spaces are required, the second one for each apartment can be located behind the first. That also makes sense, because otherwise having space for 4 parking spaces at a house could become tight.
Here, the parking space regulations have been tightened for a year now – nowadays 3-4 parking spaces per single-family house (each individually accessible; number depending on square meters) and 2-3 parking spaces per apartment depending on size (previously 1.5). This makes sense, because once the offspring can also drive, many families have 3 cars and those without a spot end up parking on the street. There are now streets here where farmers often have trouble getting through with their harvesters.
