Technically yes, but a residential complex also has to be managed. The shafts are also there to simplify maintenance. If then someone steps out of line and in an emergency everything has to be opened up again, that is not liked at all. Planners of such facilities know this and adopt this attitude.

There will be shafts. They must be used. No one will be able to step out of line there.
For the facade, the windows will be prescribed. No one can step out of line there either – at least not regarding the width and position of the windows that determine the visual appearance of the house.
And some things simply cannot be changed... I can't hear/read anymore when internal bathrooms without windows are criticized. That's just how it is in residential construction. You can accept it, and I don't see the quality of life impaired by it. A bathroom without a window is at least better than a bedroom without a window.
Similarly, I see a slight independence of some rooms or a double-wing window as more advantageous than always children's rooms must be in the south and bedrooms must not be next to each other and no bed against the wall of a water pipe.
Sometimes you can also respond to the conditions and personal wishes instead of just working through a phrasebook.
