You are calculating incorrectly. For a single-family house, fee zone 3 and the middle rate are chosen. A 5% flat rate for incidental costs is also common.

I have not seen a conversion surcharge.

But what is it about now? If the fee is too low, should one then expect not to be properly cared for? I don’t quite understand right now what this is all supposed to lead to.
