Who else? He is the owner? Well, of course construction companies still have to take care of the development, so the timeframe also depends on them.
The one picked out is also a corner plot, or is the development plan not supposed to be implemented there? Does the visibility triangle ruin the appeal?
Why should that be a corner plot? If anything, one day a further house might be above it. As of today, it is still meadow there.
The access is planned as a dead-end in all directions, it doesn’t continue above "our" plot, another owner currently has no interest in giving up the meadow. The original development plan actually provides for development from that side.
And yes, a visibility triangle is somewhat "unattractive" because certain height restrictions apply in that area, so the design freedom in the garden is somewhat limited.
And that brings us to:
Well, at least there is the legally binding development plan. And once the street to you is built, the obstacles to further development won’t be very high anymore. It might even be better, as the development costs would be spread over more heads.
Since the street to the plots is a private development, there is an urban development contract with the city. This explicitly states that the street is only permitted as access for these 5 plots (this is noted in the city council protocol). Ok, to what extent anyone will care about this in 10 years, no one knows.
And the legally binding development plan has existed since 1983, if the remaining areas also take almost 40 years each to be developed, so be it ;-)
Is the parcelling already final?

If you actually have the three to choose from, the proximity to the country road (see development plan text 8). Whether balls flying over from the playground are better ...?
Yes, point 8 or 10 is indeed a drawback. Since I have no clue at all, wouldn’t the "modern" KFW houses with their at least triple-glazed windows also fulfill the noise protection?
As I said, if the left plot were 150 sqm smaller (= cheaper), we wouldn’t even have to discuss this further here. But about 30,000 EUR more is quite a sum. Sure, if the noise protection eats that up, then it doesn’t matter either.
